Georgia Teacher Accused Of Abuse Cleared

(SMYRNA) -- Smyrna police will NOT arrest a substitute teacher who tied an eight-year-old boy to his chair at Belmont Hills Elementary School. Police say there was no criminal intent. The teacher has been fired.
