A school bus driver was arrested on charges he spanked two teenagers who believed they had been caught on tape having sex on a bus.

Robert Scott Lemmon, 49, of 317 Summit Avenue, Ligonier, was arraigned Friday in Westmoreland County Night Court on charges of simple assault, indecent assault, endangering the welfare of children, corruption of minors and invasion of privacy.

According to Ligonier Township Police, Lemmon persuaded a boy and a girl, both minors, to shed their pants so he could spank them.

In a criminal complaint, police said Lemmon is a bus driver for Lodestar Bus Lines, which serves the Ligonier Valley School District. The two teens do not ride Lemmon's bus, but Lemmon told the teens he had viewed a bus company tape depicting the two engaged in a sex act.

The bus company videotapes students as they ride on the buses, according to the police affidavit.

According to court documents, Lemmon told the teens he saw the tape but destroyed it by spilling coffee on it. When the teens advised Lemmon their parents would spank them if they found out about the incident, Lemmon told the two "that he was going to spank, since he covered it up."

Police said Lemmon took the girl to the Old Colony Hunt Club on Peoples Road in Ligonier Township the afternoon of June 24, where he forced her to remove her pants and underwear before spanking her.

The boy went to the camp three hours later and was also forced to remove his pants and underwear and was spanked by Lemmon, the affidavit states.

After the boy left, police allege Lemmon made the girl disrobe again, but he did not strike her.

Bus company officials told police Lemmon would have had to have viewed the tape either at work or at his residence.

Lemmon was arraigned in night court before District Justice James Falcon of Hempfield Township and released on $10,000 unsecured bond. He faces a preliminary hearing before District Justice Denise Snyder Thiel of Ligonier.
